Buchanan Field: Concord
Concord's airport, Buchanan Field (CCR/KCCR) may not sound like much to some, however it has an observation area and some really nice areas to go spotting, along with a colorful history. JetSuite provides the only commercial service to the airport, however you may be able to catch a CALSTAR heli and a few business jets.
There are multiple businesses within walking distance of the airport, including Sam's Club, Sports Authority, a hotel, and a golf course.

Plane Spotting Locations:
Buchanan Field has a large area for spotting, which is actually pretty good with a lens of 300mm and a height of at least 5'6". There are bleachers that you can stand on and give a great view over the fence line (but you have to be a bit on the taller side), along with some covered tables and a fence separating this area from the parking lot.
It's a good place to bring children too, and the area is fenced off from the parking lot. There are tables, a map, info on the airport, and a little play structure in the location. During the summerheat waves will affect photography to 19 Right, however 19 L was fine. Parking is free. To get here, just follow the Buchanan field sign and drive down the airport road, all the way to the end. The road ends in a parking lot near the control tower.
